SecureBlackbox 16: (Windows Phone 7) Socket connections don't work when the phone is locked. Is this a bug?

In Windows Phone 7 (Mango) socket connections "sleep" when the phone is locked. The connection remains alive and after unlocking the application you can continue to use it. This behavior is built into WP7 and there is no workaround for it as of now.
